RFP response submittal date was August 18, 2011, so this RFP opportunity is closed and now under evaluation.

I’ve decided to post “Addendum No. 1”, because the addendum is a Q&A document; shows questions that were asked by vendors and the purchasing department’s response to those questions.
If you read the addendum (which I’ve posted in my Google Docs library), you’ll see that one of the vendors questioned the “estimated quantities.” And, you will see that rather than providing “reliable” estimated quantities, the addendum states that estimated quantities are just that, “estimated.”
I’ve pointed out in previous posts, about Government sector procurements, that purchasing agents do little, if any, homework to determine if their estimated quantities bear any semblance of reality. Most often, not. That would take work. Why work, when you get paid for just showing up?
